WHAT DOES MEASURE 34-327 DO?

As North Plains grows, state law requires us to maintain a twenty-year supply of land for jobs and housing. That means a careful and measured expansion of our urban growth boundary (UGB).

Measure 34-327 will carefully expand our urban growth boundary to ensure that North Plains keeps the small-town livability we all love, while also ensuring enough land for jobs and housing, and preserving existing farm land and forests.

Your YES vote on Measure 34-327 will prevent urban sprawl, and grow North Plains in a thoughtful way that works for our community.

After nearly three years of community conversation about where North Plains should grow, the North Plains City Council approved an expansion recommended by both the North Plains UGB Advisory Committee and the City Planning Commission.

The urban growth boundary expansion puts the city on the right track for sustainable growth.

With your YES vote for Measure 34-327, North Plains can:

  • Keep our community members housed in the place where they work

  • Increase shopping and dining options and community services like parks and public safety

  • Provide local employment opportunities for residents

  • Expand the business tax base to reduce the share of taxes North Plains families pay

WHAT HAPPENS NEXT?

After the expansion is approved, you can weigh in on how to grow our community in a smart, thoughtful way that maintains the small town character of North Plains and protects our rural way of life.

Expanding our urban growth boundary does not fast-track development. All proposed development within the expansion area will go through our established land use application process, which ensures community feedback is taken into consideration for site-specific proposals.

And before future development can occur, residents will have many opportunities to engage in the City’s concept planning, and ensure that we have a good balance of housing and economic development, proper zoning, road and street connections, water delivery, parks, and trails.

This long-term planning for the urban growth boundary expansion area is meant to prevent urban sprawl, and grow North Plains in a way that works for our community.

Measure 34-327 provides a way for us to take control, and ensure that we manage our growth in a smart, thoughtful way.
